If you've been thinking about booking a Carnival cruise, there's something worth knowing before you click that “reserve” button. The cruise line updated several of its policies in 2025, and passengers have feelings about it.

What's Actually Different

Carnival didn't overhaul everything from scratch. Most of these rules existed before. But the line is now enforcing them more strictly, and that shift is what's getting attention.

Here's what's changed in practice:

Anyone under 18 has a 1:00 a.m. curfew from public spaces unless they're with an adult or in an official teen program.

Bluetooth speakers are no longer allowed in public areas. Headphones only.

Handheld folding “clack” fans are banned in nightclubs and indoor venues. They're still allowed on open decks, but not inside.

Spontaneous dance parties or loud music in hallways and common areas are being shut down.

The 15-drink daily limit for unlimited beverage package holders is being more strictly enforced, and drinks are no longer allowed on dance floors.

And marijuana is a hard no, even if it's legal where you live. Getting caught can mean fines, removal from the ship, or law enforcement involvement.

Why Some Passengers Are Upset

The clack fan ban is the biggest flashpoint. These fans are closely tied to the “Where Them Fans At?” line dance, which has become a cultural moment at Black gatherings. Many Black cruisers see the ban as more than a safety measure.

Adding fuel to the fire: since June 2025, several passengers have noticed hip-hop and rap largely missing from Carnival's club playlists. One TikTok video went viral after a Black guest called it out directly, arguing that the music genre, not the people listening to it, was being penalized. She pointed out that when people book Carnival, they know the vibe they're signing up for.

But the comment section pushed back. Not everyone agreed that the policies were racially motivated. Some felt the rules were simply about maintaining order, not targeting anyone specifically.

It's a complicated conversation, and it's happening loudly on social media right now.

What Carnival Is Saying

Carnival's official position is that these changes are about safety and comfort for all guests, not any particular group.

On the hip-hop question specifically, a spokesperson told The Daily Dot that there is no official ban on any music genre. If hip-hop isn't playing at an event, that's the DJ's call, not company policy.

Carnival also said it's expanding themed music nights to cover more genres, including 80s and 90s hits, Latin music, and R&B nights.

What This Means for You

If you're planning a cruise and Carnival is on your list, go in with clear expectations. The party atmosphere is still there, but with tighter guardrails than before.
